Policeman: We'll make every effort to find the thief, but the theft will be difficult to solve.

DRUGS

The term drug refers to any habit forming chemical substance that affects perception, mood or consciousness.

What is a drug problem? The term means different things to different people. To some, the use of drugs is itself a serious problem, but to others effects of the drug use may constitute the problem.

There are important distinctions between drug use, drug abuse and drug addiction. Drug use means taking drugs for medical purposes according to the doctor's prescription. Abuse is improper use of drugs, taking drugs for non-medical purposes excessively or damaging to health. Drug abuse is defined as regular use of substances that affect the central nervous system. Addiction, a severe form of abuse, is considered to be behavior which leads to dependence.

Drug abuse affects people who have a variety of social problems such as poverty, unemployment, alienation, or discrimination. Heroine addicts are likely to experience all of these difficulties. Drug addiction is not a problem made by smugglers. It is a problem of lonely, sad, frightened people. There may be individual factors involved in using drugs, such as seeking pleasure or avoiding pain.

Drug abuse is involved with family life. It is difficult to tell whether drug use is a cause or result of failing marriages.

Drugs are also involved in accidents which injure and kill not only the drug user but innocent victims as well. A number of mental and physical health problems are also associated with drugs.

The most drug-related crimes (aside from possession or distribution) are burglaries and muggings to support drug habits. Heroine especially is related to stealing, since a heroine addict may need over $ 100 a day.

More serious drug-related crimes of violence such as murder, large-scale trafficking and money laundering occur and may be increasing.
