Dear Sir/Madam,

I am an Education graduate of Yangon East University in Myanmar, and I have a burning ambition.
I want to be an instrument to help others help themselves. I strongly believe that through the Master of Social Work Program of the University of Carolina, I can update my knowledge thoroughly and prepare myself to assume leadership and mentoring roles in the social work profession. I consider social work an exciting profession and I believe the Masters Program of the University of Carolina can provide future work opportunities to in a variety of settings.

I look forward to being given the opportunity to hone my existing skills in the US, and pave the way for the advanced practice of social work, in collaboration with key healthcare organizations, clinics, government agencies, and other entities, in my homeland.

In the meantime, allow me to express a few things about myself and the circumstances that have led me to pursue a noble profession as social worker. I personally believe that the ability to render social work is a gift. Not all people are cut out to totally devote themselves in the service of the needy, or to work in a private firm with a social work aspect. My interest in being of service to others through social work was triggered during my younger years. I grew up realizing how there is no committed group or individuals championing the needs of this marginalized sector in my country.

I look forward to obtaining the distinct advantage of University of California’s well-rounded program and remarkable faculty members. I hope you will take a favorable decision regarding my application for admission to the Master of Social Work Program of the University of Carolina.

The New York City Police

The New York City Police, regarded as the outstanding city police organization in the United States of America, have a history which goes back to the time when the city was under the control of the Dutch. Probably, that 1845 is the date which marks the commencement of a police force- the forerunner of the present organization. In that year the New York police were awarded an eight-pointed star badge of copper and the first Chief of Police was appointed.

In the nineteenth century the control and administration of the New York City Police was vested in a board of five police commissioners who were civil administrators. The most famous of them was Theodore Roosevelt, who later became President of the United States.

Since 1901 the New York City Police have been controlled by a single police commissioner. He is a civilian appointed by the Mayor of New York. The appointment of the police commissioner, stated by the City Charter, does not take place at the same time as the elections of the Mayor.

The Chief of the New York City Police has some deputies. The first deputy commissioner acts as an adviser on the matters of policy and also acts for the commissioner during his absence or illness. There are five additional deputies controlling various important auxiliary departments: legal, licensing, public relations, administration and youth services.

The Police of New York City is divided into a number of divisions comprising the Uniform or Patrol Division, the Safety Division, the Detective Division, Communications and Records and so on. The Detective Division, consisting of over 3,000 detectives, is a highly efficient organization. The members of the division are under the command of a Chief of Detectives.

The traffic problem in New York is of the greatest magnitude and the Safety Division of the New York City Police is the largest uniformed command in the Force. Apart from the usual organization for traffic control in any major city of the USA, this division includes an Intoxicated Drivers Testing Unit for the purpose of obtaining scientific evidence in cases where drunken driving is alleged, and an Accident Investigation Squad which makes a complete investigation of the causes and responsibility in every accident in which a person dies or is seriously injured and likely to die.

The Youth Division of the New York City Police does not only take police actions against known juvenile offenders but also prevents juvenile delinquency

What is law?

The term law is used in many senses: we may speak of the laws of physics, mathematics, science, nature, or the laws of football, logic or health. Some laws are descriptive: they simply describe how people, or even natural phenomena, usually behave. An example of descriptive law is rather consistent law of gravity, another example is the less consistent laws of economics.

Other laws are prescriptive – they prescribe how people should or must behave. An example of prescriptive law is traffic regulations. When we speak of the law of a state we use the term Їlaw‖ in a special and strict sense, and in that sense law may be defined as Їa rule of human conduct, imposed upon and enforced among, the members of a given state.

In any society, laws have several characteristics. First, laws symbolize norms, values, traditions. Second, laws must be codified in some way, usually through writing. Third, there must exist a method of enforcement: this can include police, social pressure, Їmagic‖, or some other force that enable society to punish or reward its members. And finally, there must be something specific to be enforced: laws are not general, but specific. The main characteristic of law is that it is enforced, and such enforcement is usually carried out by the State. If the rules or laws are broken, compulsion is used to enforce obedience. Thus if A steals a watch from B, A may be prosecuted before the court. The court may then order the restitution of the watch to its rightful owner, B. If A refuses to obey, he or she may be punished, that means a penalty will be imposed on A. This is why we need law: if we all behaved according to our personal standards of behaviour and morality, anarchy would rule the world. We may say, then, that two ideas underlie the concept of law: 1) order, in the sense of method or system; and 2) compulsion – i.e. the enforcement of obedience to the rules or laws laid down.

What is the Constitution?

We know since school that the Constitution is the country's fundamental law, it determines the nature of political authority, the structure of the state system, etc.

Constitutions are first and foremost supposed to set out and guarantee human rights, and in this connection (precisely in this connection) they are supposed to regulate and limit state authority.

The constitution is not merely the country's fundamental law, it is precisely the document which can (and must) make human rights real and immutable. That's what the sages of the past had in mind when they were trying to formulate their code of law. They intended to use it as a shield against highhanded authorities. The current Constitution is not ideal. Yet it shows a tendency towards democratisation and the recognition of human rights. The most important ideas are now incorporated in the new Constitution: the principle of human rights, the idea of a law-governed state, the idea of distrubution of power, the idea of a union of sovereign Republics, fully in accord with the requirements of their various nationalities. The current Constitution made possible some major changes in the country's political structure: the reform of the higher bodies of state power, the reform of suffrage to allow the first free elections, etc.

The laws on land ownership, the recognition of various types of property, the renovation of the judicial system are proclaimed for everyone's benefit.

The federal Judiciary

The third branch of government, in addition to the legislative (Congress) and executive (President) branches, is the federal judiciary. Its main instrument is the Supreme Court, which watches over the other two branches. It determines whether or not their laws and acts are in accordance with the Constitution. Congress has the power to fix the number of judges sitting on the Court, but it cannot change the powers given to the Supreme Court by the Constitution itself. The Supreme Court consists of a chief justice and eight associate justices. They are nominated by the President but must be approved by the Senate. Once approved, they hold office as Supreme Court Justices for life. A decision of the Supreme Court cannot be appealed to any other court. Neither the President nor Congress can change their decisions. In addition to the Supreme Court, Congress has established 11 federal courts of appeal and, bellow them, 91 federal district courts.

The Supreme Court has direct jurisdiction in only two kinds of cases: those involving foreign diplomats and those in which a state is a party. All other cases which reach the Court are appeals from lower courts. The Supreme Court chooses which of these it will hear. Most of the cases involve the interpretation of the Constitution. The Supreme Court also has the Їpower of judicial review‖, that is, it has the right to declare laws and actions of the federal, state, and local governments unconstitutional. While not stated in the Constitution, this power was established over time.
