The term ‘human rights’ is repeatedly mentioned in the United Nations Charter. This goes to prove that protection of human rights is the main goal and philosophy of the United Nations.
According to the powers under the United Nations Charter as well as the unique international character, the United Nations can decide on the problems faced by humanity in the 21st century. These problems may include the following: peace and security, climate change, gender equality, human rights, disarmament, terrorism, humanitarian and emergency situations, food production etc.
It should be noted that the Office of the United Nations High Commissioner for Human Rights is one of the chief agencies ensuring the protection of human rights.
The High Commissioner regularly comments on the human rights situation in the world. He/she is responsible for investigating the current things and publishing the relevant reports.
There are specialized bodies and agencies of the United Nations Organization dealing with the human rights. Let us take a brief look at them:
1) The UN Security Council. This organ is responsible for major violation of human rights, often in conflict zones.
2) The UN General Assembly Third Committee. It focuses on a wide range of affairs, including the issues on human rights. Its discussions also include matters of the right to self-determination, women’s advancement, protection of children, indigenous people, treatment of refugees, the promotion of fundamental freedoms via elimination of racism and race discrimination.
3) The Human Rights Council. This organ is responsible for the promotion and protection of all human rights around the globe through dialogue and technical assistance.
4) The Human Rights Treaty Bodies are committees consisting of independent experts that monitor enforcement of the major international human rights treaties.
It is worth noting that the activities of all the above mentioned authorities are based on the Universal Declaration of Human Rights adopted on 10 December 1948. It is in this document the fundamental human rights and freedoms, which are treated as standards, have been first stated and recommended for implementation in all Member States.
The main idea of the Declaration can be summarized as follows: everyone has the inalienable rights, which form the basis for freedom, justice and peace in the world.
