Safety requirements when using pyrotechnic products

1. Before using, you must clearly determine in advance: where you will conduct fireworks; Choose a place for fireworks. Ideally, it can be a large open area - a yard, a square or a clearing - free of trees and buildings

2. Carefully inspect the selected place, in the neighborhood (within a radius of 100 meters) there should not be any flammable objects, parking lots, wooden sheds, garages, etc.

3. In strong winds, the size of the danger zone by wind should be increased by 3-4 times.

4. In advance, consider where the audience will be. They need to ensure security. To do this, place them at a distance of 35-50 meters from the fireworks pad, always on the windward side, so that the wind does not take away the smoke and unburned parts of the products.

5. To have primary fire extinguishing means: fire extinguisher, bucket with sand (ground), water.

 

4. When using pyrotechnic products is prohibited:

- use the pyrotechnic product before reading the instructions;

- with wind, more than 5 m / s;

- use pyrotechnics when people, animals, combustible materials, trees, buildings, residential buildings, electric-voltage wires are in the danger zone;

- to launch salutes from the hands

-approach the products within 2 minutes after using them

- bend over the product during its use;

- use products with expired shelf life, with visible damage;

- to perform any actions not provided for by the instruction on the use and data of security measures, as well as disassemble or remodel the finished products;

- use pyrotechnics in closed rooms, apartments, offices (except for firecrackers, Bengal lights and fountains, permitted for use in enclosed spaces.

- allow children to independently activate pyrotechnic products;

- sell to minors (persons under 18 years of age);

- Dry wet pyrotechnic products on heating appliances - heating batteries, heaters, etc.

5. In case of failure of pyrotechnics it is necessary:

- wait more 10 minutes

- not to approach closely, to conduct an external examination of the pyrotechnic product., to make sure that there are no smoldering parts

- if the wick does not burn, it is forbidden to try to set it on fire again.

Utilization of pyrotechnic products

Used pyrotechnics must be kept in water for more 2 hours, and then disposed of with household waste.

Responsibility for non-compliance with fire safety requirements for the organization and holding of New Year trees and the use of pyrotechnic products (firecrackers, firecrackers, fireworks)

1. For violating the requirements of fire safety, including the using pyrotechnic products, organizing and conducting New Year parties is envisaged administrative, disciplinary and criminal liability with the current law of the Russian Federation

1.1. In accordance with Part 1 of Art. 20.4 Administrative Code of the Russian Federation on administrative violations, violation of fire safety requirements established by standards, regulations and rules, entails a warning or an administrative fine on citizens in the amount of 1,000 to 1,500 rubles; on officials - from 6.000 to 15.000 rubles; on legal entities - from 50,000 to 200,000 rubles.

1.2. In the event that as a result of careless handling of fire or other source of increased danger (pyrotechnic products) destroyed or damaged other people's property on a large scale, criminal liability is provided for in Article 168 of the Criminal Code (fine up to 120,000 rubles or imprisonment up to 1 year).

1.3. For violation of the requirements of fire safety rules, which caused by negligence causing serious harm to human health, or his death, criminal liability under art. 219 of the Criminal Code (a fine of 80,000 rubles or imprisonment up to 3 years).

2. For violation of public safety requirements in the dissemination and use of pyrotechnic products in accordance with Article 6.15 of the Belgorod Region Law № 316 of 17.12.2009 "On Ensuring Public Safety in the Distribution and Use of Pyrotechnic Products" entails an administrative fine of 3,500 rubles, for officials’ 25000 rubles, for legal entities 500000 rubles.

8. In case of fire, you must:

- Immediately report this to the fire department by telephone 01 or from a mobile phone – 112

- For burns, injuries of poisoning people to inform about it in the ambulance on the phone 03, on mobile 112

-to take measures to evacuate people and extinguish the fire by primary means

-It is possible to turn off the electricity (with the exception of fire protection systems)

- meet the arriving fire and rescue units and indicate the place of the fire.
