Washington

Washington, the capital of the United States of America, is situated on the Potomac River in the District of Columbia. The district was named in honour of Columbus, the discoverer of America; it does not belong to any separate state but to all the states. The District of Columbia is outside the jurisdiction of any state and subject only to the control of the Federal Congress.

Washington is named after the first president George Washington and was founded in 1790. It was George Washington, who chose the place for the District and laid in 1790 the corner-stone of the Capitol, where Congress sits now.

Washington is the seat of the Federal Government of the United States. It has been the capital of the USA since 1800. Washington is the residence of the President and the Congress of the USA. The White House is the President’s residence the Capitol – the seat of the American Congress. All American presidents exceptGeorge Wa-shington (the White House was not yet built in his time) have lived in the White House. It was built in 1799. The Capitol is the largest and the tallest among the buildings. There are no skyscrapers because no other building must be taller than the Capitol.

Washington is not the largest city in the USA. The capital’s population is about 900 thousand people. Washington is a one-industry city. That industry is government. It does not produce anything except very much scrap paper. Every day 25 railway cars leave Washington loaded with scrap paper.

Washington is a large scientific and cultural centre, where there are many research institutes, five universities, the National Academy of Science and the Library of Congress. There is one more well-known building in Washington – Pentagon, the residence of the US Military department.

Washington has many historical places. The largest and tallest building is the Capitol. The oldest building in Washington is the White House, the official residence of the President. There is hardly a park, a square or an open area in the capital without a monument or a memorial. The most impressive and best-known of them are the Lincoln Memorial and the Washington Monument.

The Lincoln Memorial is devoted to the memory of the 16th President of the USA, the author of the Emancipation Proclamation, which gave freedom to Negro slaves in America. The Washington Monument is the highest structure of the city. It looks like a very big pencil which rises 160 metres and is hollow inside. A special lift brings visitors to the top in 70 seconds from where everyone can enjoy a wonderful view of the whole city.

The Jefferson Memorial was built in memory of the third President of the USA, Thomas Jefferson, who was also the author of the Declaration of Independence. The memorial is surrounded by cherry-trees.

Washington has nothing characteristically American in it, as its conception is purely French. It has long wide avenues, gardens, beautiful parks and no skyscrapers at all. Washington has a nickname – the American Paris. Many people are sure that Washington is one of the most beautiful cities in the world.

CANADA

Canada is the second largest country in the world. It covers the northern part of North America. The total area of Canada equals to almost 10 million square kilometres. Canada’s only neighbour is the USA. The border between the two countries is the longest unguarded border in the world. The country is bounded by three oceans – the Pacific, the Arctic and the Atlantic. Its vast area includes some of the world’s largest lakes and countless smaller ones. One-third of all fresh water on Earth is in Canada.

The climate in Canada isn’t mild. It has four very distinct seasons, it can be very hot in summer – to 35°C above zero and higher, and quite cold in winter – 25°C below zero and even colder. The population of Canada isn’t dense. There are only about 30 million people living in Canada which is very little if we compare the territory of Canada with the UK where 60 million people live.

Canada is a constitutional monarchy. It is a member of the Commonwealth of Nations and the British monarch is its official head of the state. But the monarch doesn’t rule, the monarch in Ca-nada is the Governor General. The Governor’s duties are limited to symbolic, mostly ceremonial acts.

The real power belongs to the Prime Minister and his Cabinet. The Canadian Parliament consists of two chambers: the House of Commons and the Senate.

There are two official languages in the country: English and French. All Canadian children have to learn both French and English at school.

The capital of Canada is Ottawa. The capital is governed by a 24-member city council consisting of 23 councilors. The capital has responsibility for all municipal services, including fire, ambulance, police, parks, roads, drinking water, etc.

Ottawa is situated on the south bank of the Ottawa River. The oldest part of the city is known as Lower Town, and occupies an area between the canal and the rivers. Centre town isoften called “downtown”; it is the city’s financial and commercial part.

Parliament Hill situated between Centre town and the Ottawa River is home to many of the capital’s government buildings, including the Peace Tower, and the legislative seat of Canada.

Ottawa is politically diverse. Most of the city traditionally supports the Liberal Party. The southern and western parts of the old city of Ottawa generally support the Conservative Party. Ottawa is home to a wealth of national museums, official residences, government buildings, memorials and heritage structures. The capital is served by a number of airlines, railways and by a network of freeways.

Задание № 1. Прочитайте и письменно переведите текст.

The American Constitution

The American Constitution (adopted in 1787), the oldest still in force in the world, sets the basic form of government for the country. It is based on the doctrine of the separation of powers. There are three separate branches of power – executive, legislative and judicial, each of them having powers over the others. It specifies the powers and duties of each federal branch of government, which cannot be abused, being guaranteed by the system of checks and balances. Government power is also limited by means of a dual system of go-vernment in which the federal government is given the power and responsibilities to deal with problems facing the nation as a whole, including foreign affairs, trade, control of the army and navy, etc, the remaining responsibilities and duties of government being left to the individual state governments.

The Constitution has been repeatedly amended to meet the changing needs of the nation, but it is still the supreme law of the country. Under the Constitution the ultimate power is not given to the President (the executive branch), or to the Supreme Court (the judicial branch). The Constitution doesn’t give the main power to any other branch, political group or party, as in many other countries. According to the American Constitution the ultimate power belongs to “We the People”, in fact and in spirit.

The first 10 Constitutional Amendments, known together as the Bill of Rights, give the American citizens all the fundamental rights. These rights include the freedom of religion, speech and press, the right of peaceful assembly. These rights also guard the citizens against unreasonable searches, arrests and seizures of property, and establish a system of justice.

Americans are greatly proud of their Constitution as their rights were neither given to them by a small ruling class, nor they can be taken away by the government, court, or law.
